Overview: 4-H Horse Action Team Restructure Information
In order to promote efficiency and effectiveness as well as provide a more inclusive approach toward strengthening and growing a total Kansas 4-H Horse Program, the 4-H Horse Action Team has been restructured to include both a 4-H Horse Board as well as the Horse Action Team. Working in partnership, each group will have specific responsibilities.
4-H Horse Board
The nine-member 4-H Horse Board will be comprised of individuals with expertise in youth development and the horse project area; these individuals will also serve on the Horse Action Team. Meeting 2-4 times per year, the Horse Board will review input from the Horse Action Team so as to provide strong leadership to and management of the 4-H horse program, including education (volunteer training, curriculum, and level testing), competitive events (judging contest and Panorama), and the State 4-H Horse Show. The State 4-H Horse Program Coordinator, and a 4-H Faculty member will serve as ex-officio members of the Horse Board.
Individuals interested in serving on the Horse Board must submit a completed application form to their local Extension Office for agent’s signature and submission to the State 4-H Office by March 15. The selection and appointment of nine individuals (maximum) will be made by the State 4-H Horse Program Coordinator, 4-H faculty liaison, and the Youth Livestock Program Coordinator. Appointments will be made by April 15th.

4-H Horse Action Team
The purpose of the Horse Action Team includes the following statements, which is also the focus of all state-level Action Teams:
Kansas 4-H Action Teams serve to bring youth, volunteers, agents, and specialists together to provide leadership in the development of a project subject matter or program including planning and conducting of one or more state events or activities. It assures grassroots involvement, provides leadership opportunities and creates a cadre of informed and motivated volunteers across the state. Adult volunteers and teens serving on action teams must be current VIP-registered volunteers with their county/district Extension Unit.
The Horse Action Team will meet 1-2 times per year so as to provide insight and recommendations to the Horse Board pertaining to the program components, including education (volunteer training, curriculum and level testing), competitive events (judging contest and Panorama), and the State 4-H Horse Show. They will also be responsible for assisting the Board in designing, implementing, and managing the various program components.
Individuals interested in serving on the Horse Action Team must submit a completed application form to their local Extension Office for agent’s signature and submission to the State 4-H Office by March 15. Individuals who currently serve on the Horse Action Team must also follow this process. The goal of the application process is to identify a group of individuals who bring a range of experience and expertise in the horse project as well as youth development so as to strengthen and grow the Kansas 4-H Horse Program. The selection and appointment of 24 individuals (maximum) will be made by the State
4-H Horse Program Coordinator, 4-H faculty liaison, and the Youth Livestock Program Coordinator. Appointments will be made by April 15.
It was decided at the June 2010 Horse Board meeting that positions will be filled by additional applicants for members who are absent for two meetings during the two year term. In this case, a letter informing of their position vacancy will be sent to the applicable member. The Board determined it necessary to implement a new application and election process of officers each spring.
