Parking at the State Fair 
There are only approximately 100 "Green Lot" Parking spaces on the North side of 4-H Centennial Hall and the 4-H Encampment Building. On Friday, September 8, there will be more than 100 Extension Agents, 60 judges, plus other support and resource people, you can see how it will be important for us to be respectful of each others' needs and move our vehicles out as soon as possible to allow others (especially judges) to come in and park.

4-H Centennial Hall Check-in & Release
The building will be open to receive large home environment, electric or woodworking exhibits from 11:00 a.m. to 5:00 p.m. Thursday, September 7.  All other exhibits are to be entered from 10:00 a.m. - 6:00 p.m. on Friday, September 8. Security will not be available Thursday night, but will begin Friday night and run through the duration of the fair.  Judging of most exhibits will begin at 12:00 noon Friday.

Individuals delivering 4-H exhibits to 4-H Centennial Hall should plan on entering through Gate 3 on the west side of the fairgrounds. The parking spaces on the north side of 4-H Centennial Hall are to be treated as an unloading zone on Friday, September 8.  We ask that you unload your vehicle quickly, move it out to the free public parking lots, and come back to check in your 4-H members’ exhibits.  State and Area 4-H faculty will be parking in the free lots to provide additional space, and we ask that everyone else provide this same courtesy to their co-workers.

Exhibits will be released from 4-H Centennial Hall, Poultry, and Rabbit Buildings beginning at 6:00 p.m., on Sunday, September 17.  The gates to the fairgrounds (particularly Gate 3) are subject to being closed when the parking lots reach capacity.  So plan to arrive early in the day if you have an all-day parking pass (Delivery/Release tags are only valid for 30 minutes) or plan to come in after 6:00pm.

Agents who wish to avoid the crowds and avoid working on Sunday, 4-H Centennial Hall will also be open Monday, September 18 from 8:00 a.m. until 10:30 a.m.  There will be no security provided Sunday night. The Kansas State Fair and State 4-H Staff will not be responsible for 4-H exhibits that are not removed from the building on Sunday evening.

Delivery/Release Tags:
Please keep in mind that Delivery/Release hang tags are for people who are bringing or picking up exhibits and are only valid for 30 minutes. Enter at Gate #3 (off Main Street) for 4-H Centennial Hall, Gate 6 for Dog Show, Gate 10 for Horses, or Gate 11 for Livestock. Exhibitors will be allowed to pick up or deliver supplies and equipment, and then must move their vehicle in one of the free lots outside the fairgrounds. Vehicles displaying a "Delivery" hang tag will be towed at the owner's expense if it is on the fairgrounds after the allotted 30 minutes.  An admission ticket is required for each person in any vehicle entering the fairgrounds.

Communications Exhibitions
We are accepting electronic recordings of Public Service Announcements again this year to be played in 4-H Centennial Hall.  Submissions should be sent to Justin Wiebers.  We are also accepting multi-media presentations (PowerPoint, etc.), and web-site designs exhibitions to investigate current interest.  These exhibitions will not be judged, awarded ribbons or receive premiums.  Additional guidelines are available on the State Fair Packet web page.

To meet the minimum of five per class the following classes have changed:
Class 3001 and 3002 have been cancelled.
Class 3003 and 3004 have been combined into Class 3004-- 2-3 Year Old Stock Type Fillies and Geldings
Class 3007 and 3008 have been combined into Class 3007--Non-Stock/Pony Geldings and Mares 2 & Older
Class 3017 and 3018 Have been combined into Class 3018--Jr. and Sr. Reining

Centennial Service Project
We have had a good response from the service project but we are concerned that some of the reports have not been sent to us. We are extending the deadline to make one last effort to get reports in for the State Fair compilation. The Report is available here:

 Some of the clubs have sent digital photos, and they will be great for us to use at the State Fair.  If you know of neat projects in your county or district, please ask your leaders to share some digital photos.  E-mail to  bhinshaw@ksu.edu 

There will be a display at the State Fair showing the impact made this past year!  We think you will be impressed.  4-H members and their families have made a difference in their communities yet again!!

Centennial Closing Ceremony
Just a friendly reminder to each county unit that your Centennial Candle Carriers, (CCC's) names should have been entered in the KSFAIR system and the bio should have been sent to Mary Gehrt at the State 4-H Office by August 15. This information will be printed in the program to be used at the closing ceremony on Saturday morning, Sept. 9, at the Lake Talbot Stage area. NOTE THAT YOU NEED TO BE PREPARED TO SEND YOUR COUNTY'S CENTENNIAL CANDLE WITH ONE OF YOUR CANDLE CARRIERS. IT WILL BE DISPLAYED IN THE 4-H CENTENNIAL HALL DURING THE FAIR, AND YOU SHOULD TAKE IT HOME WITH YOU AFTER THE FAIR WHEN YOU PICK UP THE REST OF YOUR EXHIBITS.

Also, each county unit was invited to reserve a 4' table display to show or brag about your county Centennial celebration or history. That reservation was also due to Mary by August 15. We need to know if you will be bringing a display to have the tables ready for you in the Dillon Hall of 4-H Encampment.

I had a phone conference call with a sub-committee of the State 4-H Youth Council in early August, and they will be planning and organizing the closing ceremony. You will be hearing more from them as the final details fall into place.

I'm pleased to announce that the Kansas Dairy Association has generously donated the ice cream, cones, napkins and servers for the birthday party to be held in Encampment after the closing ceremony at Lake Talbot. They will be serving the famous Call Hall vanilla ice cream!

Thanks again to all of you for all that has been done as part of this historic celebration of 100 years of Kansas 4-H.

Kansas 2006 4-H Meat Judging Contest

The 2006 State Horticulture Judging Contest
The State Horticulture Judging Contest will be held on Saturday, August 26 on the KSU Campus in Manhattan. Registration will begin at 9:30 a.m. with the contest orientation at 10:00 a.m. The awards will be presented at 2:00 p.m. 

Additional information is available on the State 4-H Website.   Registration will be due August 15. The charge per participant will be $8 each. The chairmen for this event will be Larry Crouse, Butler County Horticulture Agent.  

There are a number of road construction projects going on near Throckmorton Hall, so please check the 4-H Horticulture Judging web site before leaving for Manhattan for latest information.

Entries are due August 18, 2006. The contest will be August 26, 2006 at Weber Hall on K-State campus. Check website for details.

This conference will be held at Rock Springs 4-H Center on November 4-5, 2006. The Dog Care and Training Action Team will be meeting August 17 to finalize the State Dog Show and Conference. Watch the 4-H website for Conference registration after this meeting.

2007 Kansas Youth Leadership Council
Applications will be included in the KYLF registration packets, and are posted on the web.   Any Kansas 4-H member between the ages of 14 and 18 by January 1, 2007 may apply.  This year's delegation will elect representatives from the four extension program areas (NE, NW, SE, SW).

Youth Council members work to involve youth with K-State Research and Extension in promoting, developing, implementing and evaluating Kansas Extension 4-H and Youth Development programs in order to reflect the needs and interests of the youth in the state. Council members will also plan and conduct the Kansas Youth Leadership Forum, Citizenship in Action, Campference and other events. 

Please encourage those outstanding young leaders in your local unit to apply.

The Kansas 4-H Volunteers Forum
Kansas 4-H Volunteers Forum information and registration are now available at:

The Kansas Association of 4-H Volunteers (KA4-HV) announces the Kansas 4-H Volunteers Forum, November 18 – 19, 2006. This Forum is for all 4-H Volunteers and will be held at Rock Springs 4-H Center.

The Kansas 4-H Volunteers Forum will feature workshops, speakers and activities to excite and energize 4-H Volunteers. A highlight of the forum will be two joint sessions with the Kansas Youth Leadership Forum. In the first joint session, Ron Gustafson, will challenge us to persevere through life’s challenges with a ‘you can do it!’ attitude. The second joint session, 4-H Stepping Into Action: Operation Military Kids, will enlighten us to the world of military youth dealing with the sudden deployment of a parent or loved one and resources available to the 4-H community to help create support networks for them.

Workshops to be offered are: Essential Elements of 4-H, Character Counts!, and the choice of two small group workshops; ABC’s of 4-H, Animal Science, Family and Consumer Science, Photography, or Space Tech to explore project materials and do hands-on activities. For the early bird arriver, Saturday morning will feature hands on fun activities you can share back home.

Special events of the Forum include a Friday evening community service project, L.I.F.E., and fireplace cookery Saturday evening and time with Pat McNally, State 4-H Leader, Sunday morning!

All forms (registration and participation) and fees must be sent to local Extension Offices by October 16, 2006. See the letter to Agents for the date forms are due at the State 4-H Office.

Anyone chaperoning for KYLF needs to register with KYLF. Volunteers or staff registering as a KYLF chaperone will have an option to attend some of the volunteer forum workshops. They will need to indicate that as their workshop choice during the KYLF registration process.

4-H Camp Theme Contest
Once again the camp theme committee is seeking the help of 4-Hers to determine the theme of camp for the 2007 camping season. We need your help to make 4-Hers aware of this opportunity. Here are the guidelines for the contest. Come up with an original theme for 4-H camp.

Remember this is more than a design, but a theme to set the stage for everything that goes on at camp. Submit your theme idea with the entry form and an attached sheet telling in 50 words or less why you chose this theme. Submit your entry by Friday, October 13, 2006 to the Marshall County Extension Office, 1201 Broadway, Courthouse, Marysville, KS 66508. The 4-H Camper whose theme is chosen will receive a camp scholarship courtesy of the Kansas 4-H Foundation. The winner must pay own transportation fees. Last year we had an excellent response to our call for ideas, so we appreciate your assistance in making 4-Hers aware of this opportunity. National 4-H Week Kit: The kit is now available at

The kit contains a wide variety of resources including activities, bookmarks, brochure, certificates, fact sheets, logos, news releases, newspaper ads, place mats, posters, proclamations, and radio PSAs.
"The Stuff You Need to Know" 4-H Promotional Posters: All local Extension Offices received a free set of 17" x 22" promotional posters in celebration of the 4-H Centennial. This set of five posters highlights five different project areas. There is white space in the lower right hand corner of each poster for you to add local contact information.
 "Belong" recruitment document:This four page document can be downloaded from the web. Add local contact information and print on your office copier. It is great to use with any display.
4-H Activity Page: This fun-filled, colorful page can be used in a variety of ways including as place mats in local restaurants.

Citizenship Washington Focus 2007
The National 4-H Center has moved up the registration dates for 2007 and consequently in Kansas we must also adjust our dates.  Delegate application forms, deposits and nomination forms from agents will be due Friday, December 1, 2006.  This is six weeks earlier than previous years.  Selection notices will be sent to agents by December 15 with confirmation requested by December 20. 

The registration cost will again be $1,300 which can be made with the application or by payments including the $250 deposit due December 1, $500 due February 1, and the remaining $550 due March 1.

The tentative dates for the Kansas delegation to attend Citizenship Washington Focus are Wednesday, June 13 through Sunday, June 24.  Application forms and details will be available on the state 4-H website by August 15.

Join us for Basic 4-H Operations I Training
Basic 4-H Operations I Training is set for October 9 & 10 in Manhattan. We invite you to attend this training where we share critical information for handling 4-H managerial issues that may and often do arise.

Basic 4-H Operations I training begins at 1 p.m. on Monday, October 9 and goes through 5 p.m. on Tuesday, October 10. All sessions will be held in Throckmorton Hall, Room 2002 on the K-State campus. This training is now part of the New Agent Training Cycle, but anyone in the system that would like a refresher course is welcome.

Topics to be addressed include: 4-H Financial Management, VIP, Accountability to the 4-H mission, Learning through Events, Risk Management, Program Planning, Program Management and more.

You will find a the Basic Operations I brochure under "What´s Hot" on the state 4-H website.

National 4-H Conference
Information is now available on the state 4-H website and applications completed by members and letters of reference will be due in the State 4-H Office no later than 5:00pm, Monday, October 2, 2006. The 2007 National 4-H Conference will be Saturday, March 24 through Thursday, March 29, 2007 at the National 4-H Center in Chevy Chase, Maryland.

The National 4-H Conference is a working conference in which youth and adults-at the invitation of the Secretary of Agriculture-assist in the development of recommendations to help guide 4-H Youth Development Programs nationally and in their communities.  This event brings together youth, volunteer leaders, and state and county Extension staff members from across the United States, the U.S. Territories, and the Canadian Provinces.

NEW for 2007; Kansas 4-H members who have attended National 4-H Congress WILL be eligible to apply for National 4-H Conference.  Previously, a member could not attend both events.  

Also NEW for 2007; the maximum number of Kansas delegates has been increased to six (from four in previous years).   This means more opportunities for our young people and greater chances for applicants to be selected. One adult chaperone will also be selected to accompany the delegation.  Interested adults should contact Justin Wiebers for details.

Each Extension unit is invited to nominate one teen per county for this opportunity. Delegates must be 15 to 18 years old by January 1, 2007.

A panel will screen the written applications. Top applicants will be invited to Rock Springs for interviews to select final delegates. Final selection of delegates will be made on the basis of the written application and interviews.  All interviews will be held Saturday, November 18, 2006 during the Kansas Youth Leadership Forum.  Nominees are not required to register for the Kansas Youth Leadership forum to interview.  Interviewees who are attending the Forum will be excused for interviews.

The delegate’s share of registration and transportation costs is $900.00. 4-H clubs, 4-H councils, local 4-H Foundations and local service groups have helped many delegates with this fee. Additional conference fees are sponsored by the Kansas Bankers Association.

National 4-H Conference delegates will be involved in the 4-H program through the State 4-H Youth Council, State 4-H Advisory and several other aspects of the Kansas 4-H program.

North Central Regional Volunteer Forum
The 2006 North Central Regional Volunteer Forum will be October 13-14 in Rochester, MN, at the Kahler Grand Hotel. Arrival should be planned for the 12th and departure for the 15th, as there are Forum activities and events all day the 13th and 14th. Over 100 different hands on workshops will be offered as a part of the Forum. Several "workshops on wheels", traveling to local sites will also be offered. There will be volunteers and agents from all over the North Central Region to share with and learn from. The Forum is a great learning experience that refreshes and motivates participants.

National 4-H Competitive Event Eligibility
Please keep the Event Eligibility Verification form, detailing National 4-H Competitive Event Eligibility, handy as you select participants for state contests. If you have team members who are taking college level classes while still in high school, or work with community college judging teams, this may impact them. If you have a community college in your county, please make the coaches aware of the new guidelines which took effect January 1, 2002.

4-H Shooting Sports Program Instructor Renewals & Activity Reports. Its time again for those Extension Units with certified 4-H shooting sports programs to ask their Certified Instructors, Certified Junior Apprentices, and Discipline Assistants to submit their Annual Activity Reports for the July 2005-June 2006 year. Also, this is the time when we receive renewals of everyone that are to be covered by the special 4-H Shooting Sports Liability Insurance provided by the state. The new forms are posted on the Kansas 4-H Shooting Sports homepage: http://www.kansas4-h.org/ShootingSports/Default.htm. The per person renewal fee stays the same at $5. Our goal is to complete as much of the process by August 1; however, we want to be completed by September 1. In the Extension Units where this message applies, please share this message with your 4-H Shooting Sports coordinators. Blast Into the Future! November 8-9, 2006

The VIP renewal form which is used annually by the volunteer to continue their volunteer role with 4-H is now available several ways; 1. Online at http://www.kansas4-h.org/Volunteer/VIP/, click on VIP Renewal Form and Code of Ethics., 2. The form is in the VIP Policies and Procedures manual and can be copied from the manual 3. It is now available using the publications order form, it is publication 4H953 and is on the order form in your office now.

Why does the renewal form ask for the personal information again?
The revised form (Form 6, page 22 or available on line or from Print On Demand, 4H953) asks for the personal information as volunteers’ experiences change from year to year.
How often does a volunteer need to renew their VIP application? (page 15)
The volunteer must complete the Kansas 4-H VIP Renewal Form annually, (Form 6, page 22 or available on line or from Print On Demand 4H953). The full VIP application does not need to be completed again as long as the volunteer continues their volunteer status with the annual renewal form.
What happens if volunteers don't complete the annual renewal form?
The VIP application must be renewed annually. Use the Kansas 4-H VIP Renewal Form, (Form 6, page 22 or available on line or Print On Demand, 4H953). If the volunteer does not renew, the volunteer would no longer be considered a "registered volunteer". The VIP file is placed in the inactive file and after two years would be destroyed by shredding.

Kansas and Colorado Arrange Two-Way Exchange with Botswana
In 2006 Kansas and Colorado have initiated a state-to-country exchange with Botswana’s 4B Program.  Beth Shanholtzer, a 4-H alumna from Crawford County, KS, and Lindsey Drennen from Colorado, are currently staying with 4B families and assisting 4B programs in Botswana, southern Africa until December.  Check out Beth’s reports on the 4-H web site.  She will be available for presentations to Kansas groups after her return around the first of December.

 Victoria Monnaatsie, a 4B professional currently hosted in Colorado, will be in Kansas from September through November.  After a free time period in Kansas City at the end of August following the National IFYE Conference in Colorado Springs, she will begin her Kansas programming at Kansas State Fair September 8.  Beginning September 10 she’ll be hosted by the following 4-H families and Extension Staff:  Susan Schlicting, Ellis (Sept. 10-24); Justin and Kristey Wiebers, Riley (Sept. 25-28); Rod and Mary Buchele, Finney (Sept. 28-Oct. 9); Ron and Nancy Honig, Stevens (Oct. 9-22); Rosemary Pillar/Phyllis Kriesel, Cherokee (Oct. 26-Nov. 10); Steve and Eva Brown, Brown Co.(Nov. 10-17); and Gary and Becky Shanholtzer/Jim Mengarelli, Crawford  (Nov. 19-30).  She will attend Extension Conference (Sept. 25-28), NAE4-HA in Milwaukee, WI (October 22-26) and Kansas Youth Leadership Forum (Nov. 17-19).  She will be available for presentations during her stay and will be helping with a workshop at KYLF.  You may contact her through her host agent or me (785-238-3631).  Please welcome her to Kansas and talk with her about 4B and Botswana.  She is a delightful representative of one of the sister programs to 4-H that has a 40-year history in Africa.  Find out how the program has been adapted to meet the needs of youth there.

4-H International Exchanges for 2007
It is not too early to begin thinking about participation as a host Extension Unit for the Japanese Exchange.  Around September 1, we will be requesting an Intent to Participate as host for the Japanese Exchange from Counties or Districts.  Based on your response, Kansas will be committing to host a specific number of youth and adult chaperones for  the 2007 summer inbound program.  The Japanese will arrive in counties about July 23 and stay with one family each for around 3 ˝ weeks. To participate, a county or unit will agree to locate a volunteer coordinator who will manage the recruitment and screening of six host families, plan orientation and organize local activities during their stay.  Training, resource materials and some expense money are available for the coordinators and agents.  Extension agents oversee the program and may be as active as they wish in its conduct.  Watch for details and the Intent to Participate form.

Kansas 4-H’ers will have the opportunity to travel to several countries through 4-H in 2007 with chaperoned groups organized by WorldWise Exchange Services, the organization participating states contract with through the 4-H International Programs Committee, or a partner state.  The destinations include Japan, Mexico, Australia and Finland  and perhaps other countries. We expect to have updated information on the available countries on the 4-H web site http://www.kansas4-h.org/worldcitizenship around September 1 where interested 4-H’ers can also find the application.  4-H alumni over 18 may also apply for individual Kansas 4-H exchange opportunities tailored to their experience and interests in partner counties.  Applications for all exchanges will be requested by November 6.

Southwest Youth Leadership Forum
The Southwest Youth Leadership Forum will be held Oct. 7 at the Newman Center on the Gray County Fairgrounds Cimarron. It is open to all youth grades 7-12 and youth from outside the Southwest Area are invited. An information flyer and registration form will be on the web very shortly, at www.kansas4-h.org  "What’s Hot".

The cost of this Forum will be $20 with a tee-shirt or $15 without. Registrations are due September 20th.Please print off the flyer and help us publicize this outstanding fun leadership development opportunity for teens.

CHARACTER COUNTS! Competition Reveals Character.
A central goal of 4-H programs should be to help members develop positive life skills that will help them become personally successful and socially responsible. Youth find four sources of enjoyment in contests:
  • Loving the event - activity, challenge and camaraderie.
  • Pride and Self-Confidence - sense of accomplishment in learning, getting better, developing skills and achieving new personal "bests."
  • Competition - intrinsic pleasure in competition, comparing skills to others.
  • Winning - pride, sense of accomplishment and self-importance

4-H contests should assist participants in developing strong personal character by promoting a commitment to compete and live according to principles of sportsmanship and ethics including:

  • Trustworthiness - scrupulous integrity, honesty, promise-keeping and loyalty.
  • Respect - controlling violent instincts and treating all participants with respect.
  • Responsibility - contributing to team success, accountability, pursuing excellence.
  • Fairness - never cheating.
  • Caring - compassion, empathy, unselfishness.
  • Citizenship - playing by the spirit of the rules.
  • The highest potential of 4-H contests is achieved when competition reflects these Six Pillars of Character.

    Persons of character know that a victory attained by cheating or other forms of unethical conduct is counterfeit. A person of character believes that winning without honor is not a true victory. Leaders, coaches and parents must remember and teach that true competition is a process of pursuing victory with honor. When practicing good sportsmanship, the way one "plays the game" is central. Contests are seen as very special activities where nobility and glory are found not in winning but in honorable competition in pursuit of victory. Staff, volunteers, junior leaders and parents must help youth develop healthy attitudes regarding:

  • Competition and winning.
  • Commitment to the principles of sportsmanship, including the ability to win or lose with grace.
  • Preparation, hard work and self-discipline.
  • The appropriate role of contests in the context of the importance of life skills development, meaningful personal relationships and realistic career ambitions and alternatives.

    Plan Now for CHARACTER COUNTS! Statewide Trainings
    Two CHARACTER COUNTS! trainings, one in western Kansas and one in the eastern part of the state, are being planned for this coming Fall. The Western training will be held on Tuesday, October 17, and in the east on Thursday, October 19. Both programs will be identical so you can adjust attending according to your schedules. The locations are yet to be finalized but its time to put these dates on the calendar. Kansas 4-H Youth Development is a member of the nation-wide CHARACTER COUNTS! coalition. Coalition members make three specific commitments:
    1.  Integrate character development based on the "Six Pillars of Character" into new and existing    programs.
    2.  Encourage young people and their parents, through internal publications to adopt and model these values.
    3.  Collaborate with other Coalition organizations to develop context and age-appropriate character-development materials.

    Kansas Master 4-H Volunteer Program
    The Kansas Master 4-H Volunteer training for 2006 will be November 17-18. It will begin at 9:00 am on the K-State Campus in Manhattan, then travel to Rock Springs 4-H Center the afternoon of the 17th and continue until the evening of the 18th. Application and information is included online at http://www.kansas4-h.org/Volunteer/MasterVolunteer.htm. The registration form is in the brochure and should be sent to the Southwest Area Office by October 20. For more information, see the Master Volunteer web site or contact Rod Buchele or Pam Van Horn.

    Master 4-H Volunteers receive training and support for their Master 4-H Volunteer role. Support is also available for agents to implement the Master 4-H Volunteer program.

    The Kansas 4-H Master Volunteer program is for volunteers who want to step up their volunteer contributions and want to help their local 4-H programs. It is a statewide effort but Master 4-H Volunteers work at the local level. They fulfill a local role as determined jointly with their agent. This role could be many different things depending on the needs of the local 4-H program. If you have questions, please contact us.
