Citizenship Washington Focus. Delegates will be selected shortly after the January 15 deadline. Local Extension staff will be informed of those selected. Delegates must signify their intent to participate by paying a non-refundable $500.00 deposit by February 15. The remainder of the fee will be due April 1. Kansas City 4-H Global Conference. Details for delegates will be mailed to their local Extension Office in late February. Unless there are special items needed for service learning or tours, delegates might not receive class assignments until arriving at the conference. Because we have already guaranteed delegate numbers, there will be no refunds for cancellations. The conference planning committee will allow substitutes (youth or adult) if the substitute is the same gender and agrees to the same tours, workshops and service learning assignments as the original delegate or chaperone. Substitute delegates must meet the conference guidelines for age and cannot have attended the conference previously. No substitutions will be accepted after March 1. Lindquist |

Kansas State Fair class changes. A summary of changes for the 4-H Division at the Kansas State Fair will be available in mid-February. As you are updating the County Fair Books, check the fair information contained in the 4-H section of the Administrative Handbook to make sure that local fair guidelines are in compliance with K-State Research and Extension policies. National 4-H Conference. Delegates were selected at the Kansas Youth Leadership Forum. Representing Kansas 4-H at the 2003 Conference in Washington, D.C. will be Jessica Coen, Franklin County; Jill Parsons, Pratt County; Sarah Sexton, Dickinson County; and Mikaela Voegeli, Sedgwick County. County Fair Is A Learning Time. At a recent meeting of the Kansas Fairs Association, 4-H Council member Walinda Arnett, and Prairie View High School FFA member Tyler Atwood, spoke at the general assembly. Items that the presenters were asked to address included: How have you participated in the county fair?; What does the county fair teach? How should young people be involved in their county fair? According to the presenters, the county fair is... a learning time (for exhibitors and attendees); a place to make and renew friendships; a showcase for young people; an opportunity for recognition; a positive impact on communities; life long learning; a place to involve older 4-H and FFA members; the high point of summer; a place to learn about competition ("depending on how competition is used, it can be positive or negative") .Both members encouraged local fair boards to involve young adults in the planning and implementation of their local fair. 4-H Dog Show Judges Certification Training Feb.1-2,2003, Sedgwick County Extension Center,21st and Ridge Road, Wichita. The new year has begun with only this one opportunity for 4-H Dog Show Judges to become certified. A good time for older members and project leaders to become familiar with what judges are looking for! Registrations are due to State 4-H Office BEFORE Jan. 22nd!! Check your e-mail or hard copy sent November 18 for details. We must have at least 20 people to make this training feasible! Copyright Issues: Use of Copyrighted Materials: At the 2002 Kansas State Fair, we had a person who is contracted to look for copyright violations visit the 4-H Exhibit Building. He informed us that some of our banners were in violation. Although we were not fined, we were instructed to remind everyone of the rules. Some of the banners in violation included the following copyrighted items: © Precious Moments, © Spider Man, © Sponge Bob Squarepants, © Uncle Sam, © Garfield, © Harry Potter and © Tigger. The rule in the state fair book states: "Copyright Laws": Exhibitors should avoid using copyrighted materials whenever possible by originating his/her own work. Exhibitors should use with caution a copyrighted and /or trademarked product or service (a brand name, label or product). The intent of using the copyright or trademark materials for educational purposes such as an exhibit, educational poster/display or public presentation is acceptable under the "Fair Use" (legal use) provision. "Fair Use" is a provision of the current copyright law that allows reproduction without payment or permission of limited portions of a copyrighted work for educational and other public interest purposes. A copyright and trademark are legal methods used by writers, artists, corporations and others to protect their original work. Protected items may range from books to music, logos to computer graphics. Copyrighted and/or trademarked materials used in banners, displays, demonstrations, posters or other activities for endorsement or promotion instead of educational purposes will be disqualified and will not be displayed or receive ribbons or premium." Hours of Opportunity - Out-of-School Time Conference: March 25-26, 2003 East Lansing, Michigan The Hours of Opportunity: Positive Youth Development During Out-of-School Time Conference is designed to help professionals and volunteers who care about and work on behalf of young people explore ways to make positive differences for youth during their out-of-school time. This conference is intended to provide participants with new skills, ideas, resources and potential partnerships to develop effective out-of-school time programming, including: best programming practices to ensure positive youth development and school success, ways to build community capacity, current research and evaluation techniques, and methods for influencing public policy and advocacy. National 4-H Afterschool Initiative: There is a new 4-H Afterschool Initiative which brings under one umbrella the multitude of diverse activities of the 4-H movement in the after school time frame. By combining and promoting these activities as a single initiative the hope is that 4-H Afterschool will increase the visibility of the outstanding work that 4-H professionals across the country are doing to improve the quality of after school programs. Currently three user-friendly resource guides are being developed. Area KAA Judging. This is a reminder that 2003 Area KAA judging will be based on the previous configurations of the 5 Extension Areas. You should be recruiting your judges and send the Form B with names and preferences to Beth Hinshaw for South Central and South East; Conall Addison for Southwest; Walter Barker for Northwest, and Diane Mack for North East. The Form B is due January 15. This form is in the packet sent from my office to all counties to assist you in preparing for Area and State KAA and Scholarship judging. Fisher |

Evaluators Needed. Applications to judge at the State KAA Judging, March 31, April 1-2, are included in the Area and State KAA judging packet. Agents and volunteers are encouraged to participate if you have at least a half day block of time available. State 4-H Shooting Sports Recognition. This will be our third year to have state sponsorship for a county medal for Shooting Sports, and to name state winner for 2003 through the KAA process for Shooting Sports. This is to clarify that only nominees from a county with a Kansas 4-H Certified Shooting Sports program will be considered for the state recognition. Fisher |

Spring Shooting Sports Certification Workshop. March 28,29, 30 are the dates set for the 2003 Shooting Sports Certification Workshop to be held at Rock Springs 4-H Center. Information about the workshop, registration procedure, and cost will be distributed through county mailings and electronic mail at a future date. Pawnee County 4-H Shoot-out: The Pawnee County 4-H Shooting Sports instructors and parent volunteers will host the 8th Annual 4-H Shoot-Out on Saturday, March 15, 2003, 9:00 a.m. at the Larned National Guard Armory. Competition in 10 meter Air Rifle, 3-D silhouette Archery and Air Pistol will be offered to all 4-H members. For 4-Her members 7-12 years old participating in the Air Rifle competition will shoot 3 positions with 10 bullets per position. Those 4-Hers that are 13 years old and over will shoot 3 positions with 20 bullets per position. Medals in the Air Rifle will be for ages 7-8; 9-10; 11-12; 13-14; and 15 & over. Pawnee County has a mailing list for counties who have attended in previous years. New interested counties should provide them with coordinator/coach addresses. Pawnee County Livestock Judging School & Contest. Will be held Saturday, April 19, 2003 at 9:00 a.m. at the John M. Lewis & Sons Livestock Center, Pawnee County Fairgrounds. This event will be held on the Pawnee County Fairground, 400 East 18th Street in Larned. Registration is from 7:30-8:30 and the contest will start at 9:00 am. There will be a small registration fee to cover lunch. Reasons will be taken immediately after the lunch break. Junior division is 12 years and younger, Senior division is 13 years of age and older, and there will be an adult division. The Kansas State University Livestock Judging team will officiate the contest.
