Blue Ribbon Youth
Enrollment
The May Tipsheet and several emails have referred to the Blue Ribbon Youth
Enrollment update that is now available to Extension Units. Once the State
4-H Office has a copy of your 2007data files, the new version 2.6 has been
sent out. If you have not received a new CD this year, please contact Cheryl
for arrangements to get your new version of the software. According to my
files, at least 15 Extension units have not received the CD. It is very
important that all of Kansas Extension units be using the same version.

Campference
The Kansas 4-H Youth Council is excited for the second ever Campference to
be held June 26-29 at Rock Springs 4-H Center. Participants each received a
letter during the week of June 4 telling them what to bring, where, etc. It
will be a fun and educational time for 4-H members ages 12-14. If you have
questions about future Campferences, please contact Beth Hinshaw.

State
4-H Horticulture Judging Contest
The State Horticulture Judging Contest will be held on
Saturday, August 25 on the KSU Campus in Manhattan. Registration
will begin at 9:30 a.m. with the contest orientation at 10:00 a.m. The
awards will be presented at 2:00 p.m. Additional information will be
available on the State 4-H Website after July 1, and a note will go out over
the counties listserv to let people know the information is up and
available. Registration will be due August 15. The charge per participant
will be $8 each. The chairmen for this event will be Larry Crouse, Butler
County Horticulture Agent.

Youth
Leadership Forum Workshop Presenters Needed
It is time to recruit instructors/presenters for the
8th Annual Kansas Youth Leadership Forum, to be held November 16-18 at
Rock Springs 4-H
Center. This conference, designed for youth ages 14-18, will include
speakers, workshops, consulting groups and the election of the 2008 Kansas
State 4-H Youth Leadership Council.
We're recruiting
proposals for instructors/presenters for the Saturday (November 17) workshop
session. Topics should center on leadership with some ideas including, but
not limited to: community service, citizenship, communication, conflict
management, ethics, motivation, character, decision making, leading by
example, time management, international citizenship, multi-cultural studies,
diversity, business etiquette and getting involved after high school. The
Kansas State 4-H Youth Council members hope that you (or one of your
volunteers) will be interested in sharing your expertise or talent through
this opportunity.

Add value to the 4-H Club
Agents when you’re out and about encourage clubs leaders to think about
forming Parents’ Committees. The Parents Committee can enrich the learning
experiences for club members by identifying, recruiting, orienting, training
and supporting organizational/community leaders, project leaders, and club
helpers. As the new 4-H year quickly approaches promote the volunteer
opportunities available to provide a strong foundation for 4-H clubs. Check

4-H Afterschool
Even though summer has arrived, those of you providing 4-H learning
experiences in the after-school setting will want to get these dates on your
calendar. "4-H Afterschool: Realizing the Possibilities" is a pre-conference
to the National Association of Extension 4-H Agents conference in Atlanta,
Georgia. The conference will start at noon on October 20 and conclude at
noon on October 21.
Focus areas will include: funding, collaboration and partnerships,
effective programs and curricula. Registration information will be available
on the main NAE4-HA conference registration site.

Appropriate Experiences for Children
No
two children are the same. Each child grows physically, intellectually and
emotionally at their own pace. Although, a child=s
development can also be influenced, understanding basics ages and stages is
key to creating a safe environment for youth. Parents are eager for their
children to develop and grow from taking their first step to driving a car.
Yet, youth need to be responsible and mature when developing these new
skills. Each child has their limitations and sometimes the child wants to
please adults so much they forget their own lack of skills. Children under
age eight want to do

activities, however they are not ready for adult responsibilities. What an
expectation to place on an age group to make good judgments. So let=s
take a look at characteristics of youth.
5-6 year olds
* Adventurous
Physically are great at running and climbing.
Seek new challenges.
* Curious
Like to experiment; see how things work.
* Observer
They watch adults to imitate or pretend.
* Make Poor Decisions
Limited understanding of qualitative terms (most, some, few).
Decisions are intuitive rather than logical.
* Trouble With Rules
Can follow simple rules, provided not too challenging.
Cannot follow more
than two or three direction at one time.
7-8 year olds

County Fair Preparation
The evaluation of an exhibit at the
county fair should be a positive and exciting part of the total 4-H experience. Judging essentials include using a standard score card, providing appropriate feedback and awarding the ribbon that is earned. 2007 Kansas State 4-H &
FFA Wheat Show in Manhattan
The 2007 Kansas State 4-H and FFA Wheat Show is an
exciting field day designed for the entire family. Kansas is famous for its
golden wheat fields all across Kansas. Families have been participating
with this fun and educational show for decades. Join us in Manhattan on
Friday, August 10th from 8:30 a.m. – 2 p.m. at the International
Grains Program Building at 1980 Kimball Avenue on the north side of the road
across from the KSU Football stadium. The wheat show is open to all 4-H and
FFA members, family members, 4-H leaders, Extension staff and Vocational
Agriculture staff. There will be eight contests open to youth members with
cash prizes awarded. Classes include: (1) 3 lb. bin run for crops members;
(2) 3 lb. bin run for “adopt a producer”; (All wheat samples are due to
K-State with a completed registration form on July 20, so testing can be
completed). (3) 1 quart jar sample of cleaned wheat; (4) loaf of bread;
(5) four cookies; (6) wheat photography contest; (7) wheat centerpiece
contest; and (8) a Cloverbuds division awarding participation ribbons.
Participants will tour the new International Grains Program facility and the
Hal Ross Flour Mill, as well as a hands-on baking activity at Shellenberger
Hall. There is no registration cost. Pre-registration is required and is
now open to ensure an accurate meal count and for tour divisions by
August 1st on the Kansas 4-H website registration system. Click on “Register for 4-H Events, and Kansas State

Kansas 4-H/FFA Wheat Variety Plot Enrollment.
As wheat harvest approaches it is time to remind members to re-enroll or ask
new members to enroll for the 2008 Kansas 4-H/FFA Wheat Variety Plot
program. The program begins fall of 2007 and goes through September 2008.
The enrollment form is currently available on the
Kansas State 4-H Website, under "What's Hot" rather than the Northwest Research
Extension site. Members are asked to contact their local Extension Office by
July 10 for information with enrollments due to the Northwest Area Extension
Office by July 25, 2007. It is very important that we know the number
of participants early, so we can have enough seed and metal signs available
for Extension agents and leaders to pick up at the Kansas State Fair. New
participants will receive a large plot sign, and five individual variety
signs. Returning members will receive updated variety signs if the
varieties change. These will be distributed on the first weekend of the
2007 Kansas State Fair. This year's participants who are getting ready to
harvest their plots should be planning their county fair display for
possible qualifying for the Kansas State Fair entry in the Pride of Kansas

Activity
This month, CYFERnet
features a Game and Animation Contest that lets young people show off their
creativity and programming skills. Using Scratch (available for free at
http://scratch.mit.edu/), participants get a chance to develop
their own computer games and/or animations. Youth may work independently or
in teams, with an entry deadline of August 5, 2007. Once they've finished,
they can submit their work for all to view and enjoy. CYFERnet's panel of
judges will notify the winners later this summer. Help youth build
21st-Century skills that will allow them to be successful in the future,
including thinking creatively, communicating clearly, collaborating

Kansans Host 4-H Exchanges Summer and Fall 2007
Hui-Chen “Jane” Chiu, a 4-H professional in Taiwan, will be arriving in
Kansas June 18 to begin a professional development exchange of about 6 weeks
with 4-H families and local agents. Jane works for the Taiwanese Farmers
Association which has sponsored 4-H in that country, off the coast of
mainland China, for more than 55 years. Jane will be participating in mid
summer activities including 4-H camp, club meetings and 4-H fair activities
in hopes of gaining ideas that will transfer to 4-H programs in Taiwan along
with usual family activities. She and her three fellow International 4-H
Youth Exchangees (IFYE) from Taiwan will visit the National 4-H Center to
learn about nonprofit support for 4H before they return home in early
August. Her Kansas host families, counties and dates are as follows:

other activities during their stay as World Citizenship learning
experiences. Pending final screening procedures they are scheduled on these

CHARACTER COUNTS!
Sources of Good Character ~ Character is not inherited nor is it forever
determined by our environment. We have to be taught character.
First, good character comes from practicing personal discipline in our
choices.
Are our choices rational or emotion driven?
Have we considered the possible consequences?
Have we considered our long term goals?
Secondly, good character comes from monitoring our thoughts and cultivating
good ideals and values.
Watch your thoughts; they become words.
Watch your words; they become actions.
Watch your actions; they become habits.
Watch your habits; they become character.
Watch your character, it becomes your destiny. - Unknown
Thirdly, good character comes from having courage. It takes courage to
change simply because we don’t know the outcome. When we change, it takes
courage to face possible opposition from friends, family members or
co-workers.
Fourthly, determination is necessary to develop good character. We have to
overcome mistakes. We have to overcome the pull of old habits. We have to
overcome the opposition of others. When we refer to “building character,” we
are concerned with instilling within a person the positive, admirable and
ethical traits that are associated with good character. Character training
must involve teaching a person to follow the rules of good behavior. Those
whom we are training have to know what is expected of them. Character
training must also involve developing good habits, which come only through
repeated practice.
Finally, character training must provide positive examples by placing youth
in the company of responsible adults. These adults must display an
allegiance to good character and demonstrate the clear difference between
right and wrong in their own everyday habits and behavior.

Planning for the 2007 Camping Issue of the 4-H Journal
The Camp Action Team will
be putting together the Camping Issue of the 4-H Journal next year and we
need help from county staff, district staff and camp groups. All items
should be sent to Robyn Deines in the
Walnut Creek District. Here is what we need:
1) Some good photos from your camp. We would
like to have a few photos from each camp group in next year's camping issue.
2) We will also be looking for quotes to use;
we want them from campers, counselors, agents and parents. So, if you get
something great, please share it.
3) Your camp flyer and the letter you send to campers
with what to bring, how camp works...It is our hope to put all of these
great ideas together for some neat features that will be helpful to families
planning for 4-H camp.
4) What other camps do you hold in your county or
district? Day Camp, local over night camp... We want to know everything that
is going on in 4-H camping.

Discovery Days in Review
We will have several openings on the Discovery Days Action Team this year!
Agents, adult volunteers, and youth are all needed to serve. Agents and
adult volunteers serve three year terms. Youth serve two year terms.
Applications for the Discovery Days Action Team are due in the State 4-H
Office by June 15 each year. Application forms are available at:

Discovery Days Multimedia CD’s will be ready to duplicate at the end of
June. These CDs will include all photos taken by the Media Team and
freelance photographers, the group photo, the daily newsletters, slide
shows, and videos. They may be ordered from the State 4-H Office ($5 each)
until June 29. Checks should be made payable to “Kansas 4-H Foundation” and
should indicate “Discovery Days CD” in the memo field.
Through the penny war, delegates contributed $1, 650.60 (mostly in
pennies!). As part of the competition, the Discovery Days Action Team
matched an additional $1,000. Several 4-H clubs in Johnson County made
contributions totaling $175, and the biggest donation to the fund so far has
been the Butler County 4-H Council who gave $2,000!!! That brings the
total contributions to $4,825.60!
There
are a limited number of the green canvas Kansas 4-H camping chairs available
for sale like the ones that were given to instructors at Discovery Days.
The cost is $15 each and checks should be made payable to “Kansas 4-H
Foundation.”

“We
Are Kansas 4-H” T-Shirts
The
Kansas 4-H Youth Council has placed a second order of the black “We are
Kansas 4-H” shirts debuted at Discovery Days. (based on the black “We are
K-State” billboards and shirts you may have seen). Counties, Clubs,
families and individuals may now order these quality shirts for $10 each
(or 2 for $20!!!). Sizes currently available in this order include: Youth
Medium, Youth Large, Adult Small, Medium, Large, X-Large, 2X, 3X, 4X.

Kansas State Fair Volunteers
New for 2007, anyone volunteering to help with the various 4-H exhibit areas
at the state fair will have the opportunity to sign up to help using the 4-H
On-line registration system (not the KSFAIR system). This will hopefully
allow people to sign themselves up directly reducing the number of entries
submitted by local Extension Office Professionals, and provide a better
method to avoid scheduling conflicts and data management.
The
2007 4-H State Fair Packet will be posted on-line by the end of June. This
packet contains links to supplemental forms, score sheets, instructions,
guidelines, and other information pertaining to project exhibits, general
fair information and more!
The
KSFAIR entry system will open on July 2, 2007. Extension Agents and Office
professionals have been very diligent in accurately entering information in
the past! We appreciate everyone’s continued efforts to make sure each
member’s entries are correct and complete. It goes a LONG way toward making
the judging process for nearly 10,000 exhibits go smoothly!!

State Fair changes, Electricity
The classes for the 4-H Electricity Division of the Kansas State Fair
have been changed. There are now just four classes for Electricity: An
exhibitor may enter up to two articles in this division, but only one
article per class.
Class 4600 AC Electric Projects; Electric projects with a 110 or 120 V
alternating current (AC) power source.
Class 4601 DC Electric Projects; Electric projects with a battery or direct
current power source.
Class 4602 Electronics Projects; Electronic projects with a battery or
direct current power source.
Class 4603 Educational Displays and Exhibits; This class includes any
educational displays or exhibits which DO NOT have a power source.
There will also be a new score sheet. Copies of the new score sheet will be
in the 2007 KSF information package online.

Additional State Fair Photography Opportunity
Exhibitors with eight (8) or more years of 4-H photography project
experience may enter an
additional print for total of two (2) prints as long as the prints are in
different classes. (They may enter four total entries.) Please let your long
time photography members know this.

4-H Volunteer Forum
One of the things we know about strong 4-H Clubs is that they have
programs and activities at each club meeting. The challenge is finding
programs that are fun and interest members. The Kansas Association of 4-H
Volunteers will provide help for clubs at he Kansas 4-H Volunteers Forum,
Nov. 16 - 18, 2007, Rock Springs 4-H Center.The Forum will focus on
Character Counts! and provide information, experiences and resources for
club programs. Participants at the Forum will experience a years worth of
club program ideas and receive the resources to do the programs in their
clubs.
Please start promoting the Forum to your 4-H Club Leaders. Full
information will be up on the web around mid-July.

4-H Master Volunteer Program
Over the next couple of months you will be seeing a lot of folks at 4-H
events and activities. This would be a good time to visit with them about
the 4-h Master Volunteer program. Would you like help to do something from
the list of everything you want to or need to do? Could someone else do
something from that list? What and who? When you see them next, visit with
them about becoming a 4-H Master Volunteer. Master Volunteers receive
special training at the state level and work at their local level on a local
4-H need as agreed upon by the volunteer and the agent. For more

VIP Q and A and Tips
As we enter the fair season, questions may arise about VIP registration.
Following is information to help you determine if someone needs VIP
registration.What is a volunteer?
A volunteer is a non-paid representative of the Extension Unit for which
they provide services.
What is meant by "registered volunteer"?
A volunteer, adult or teen, who has completed the full Volunteer Information
Profile process including: application, screening and orientation and has
been appointed by the appropriate Extension Unit Board.
Who needs to be VIP registered?
A volunteer, adult or teen, with authority to independently plan and
conduct educational experiences for youth with other adults present or in a
public setting OR a volunteer whose position puts them in close, ongoing,
one-to-one interaction with youth. (Examples: judging team coach,
community/organizational leader, project leader, camp assistant or
counselor, Discovery Days or other event chaperone, exchange trip chaperone,
project leader, chauffeur for any 4-H activities, county-wide project
leader, etc.)
What is an episodic volunteer?
An episodic volunteer would be a volunteer helping with a single "episode"
or activity. This person is not required to complete the VIP process.
Volunteers who are considered episodic volunteers serve as workshop
presenters, judges, assistant fair superintendents, guest speakers, etc.
If there is any question as to the need to complete the VIP process, it

The online orientation course is available at anytime and can be
completed in about 90 minutes. E-mail the name and e-mail address of the
volunteer to
ks4-hvip@ksu.edu to get them
enrolled in the course. In three days (or less) they will receive their eID,
password and directions to complete the course.
Do volunteers serving on state action teams/committees need to be VIP
registered?
Yes. State volunteers must have VIP registration on the local
county/district level. The VIP registration needs to be complete by July 1
for volunteers (adults and teens) who will be continuing to serve on state
4-H Action Teams. If you have trouble accessing the password protected VIP
sites, please try this: When prompted for your username and password, put
ad\ in front of your username. This is the result of the new security
procedures for oznet intranet sites. See recent Tuesday letters for more
